The Real Estate Regulatory Agency (RERA), part of the Dubai Land
Department, formulates, regulates, manages and licenses various
real estate related activities in Dubai. RERA was established in
July 2007 by a decree of His Highness Sheikh Mohammed Bin Rashid
Al Maktoum, Vice-President and Prime Minister of the UAE, and
Ruler of Dubai.
RERA has been established to coordinate efforts to ensure real
estate transactions in the Emirate are conducted in a transparent
and effective regulatory environment. It is strongly committed to
participation by all stakeholders in the sector and actively
pursues its goal of establishing and involving professionals and
owners' in residential communities.
Real Estate Relations Regulatory
Department
The Department plays an important role with respect to the
management of real estate activities and regulates the
relationship between parties to various real estate transactions
including owners, property management companies, landlords,
tenants, developers, owner association management companies and
service providers of facilities in real estate development or
project.
Owner Association Management
Regulatory Section
The Section is in charge of regulating and registering Owners
Associations which form part of Jointly Owned Property (JOP), the
issuance of registration certificates of the Owners Associations,
the approval of board members of Owners Associations and
registration of Building Management Statements (BMS) and Jointly
Own Property Declaration ( JOPD ) through the use of the MOLLAK
electronic services.
The Section also regulates the calculation of service charges for
various projects in freehold areas, regulates and registers
approvals for Owners Association management companies and their
related activities to be provided for owners in the freehold
areas.
